Even in case you CCed with out malice, think about how the goal of your criticism feels: a bit tarred and feathered, not given an opportunity, perhaps the item of passive aggressive bullsh*t?

You’re doing your self a favor not sending it. By involving others, you don’t look so good both, not figuring out the right way to talk correctly 1:1 and distracting these above you along with your spurious e-mail.
